AICS Launches €21 Million Call for Proposals in Ukraine to Support Vulnerable Communities

This is the third AICS call for proposals for CSOs since the beginning of the war, reinforcing an intervention model that prioritizes direct engagement with civil society and local authorities. Previous initiatives funded 39 projects totaling €57 million, providing essential humanitarian aid and services to over one million people.

The Italian Government, through the Italian Agency for Development Cooperation (AICS) in Kyiv, has launched a new €21 million call for proposals to provide emergency humanitarian aid to the most affected Ukrainian communities. The initiative will be implemented by civil society organizations (CSOs) active in the country.

Ambassador of Italy to Ukraine, Carlo Formosa, emphasized Italy’s strong commitment to Ukraine: “This initiative reaffirms Italy’s concrete support for Ukraine—going beyond emergency aid to strengthen local institutions and communities. By involving civil society, including leading Italian organizations, we ensure rapid, targeted, and effective long-term assistance. Italy stands with Ukraine through concrete actions based on local knowledge and direct engagement.”

The new initiative promotes localized aid, focusing on communities most affected by the war, particularly those near the front line.

Pietro Pipi, Director of AICS Kyiv, highlighted the strategic approach behind the initiative: “This call is based on real field experience: over two years, we have seen how the involvement of CSOs and Ukrainian authorities leads to more effective and adaptable interventions. It’s not just about funding—it’s about creating a system that ensures aid is not fragmented or sporadic, but instead part of a strategic, long-term response.”
