Gender equality and promotion of the role of women: the actions of AICS Tirana

In application of the AICS Guidelines on Gender Equality and the Empowerment of Women and Girls, the AICS Tirana Office has carried out a study of the Albanian legislation regarding gender equality, the national strategies and plans relating to the topic and the reports of the main stakeholders (UN, CSO, World Bank, European Union) in order to understand the state of gender equality and women’s empowerment (GEWE) in Albania and plan interventions that support institutions in their work aimed at achieving of effective equality, to promote the role of women, to create the conditions for inclusive prosperity, to combat gender violence and domestic violence.

At the same time, the Office carried out an accurate analysis of the initiatives being implemented in Albania to verify and measure the alignment of AICS Tirana with the national programmatic documents and the AICS guidelines. From this analysis, the need for more gender-sensitive planning emerged, to contribute to achieving the financial targets set by the AICS Guidelines – which require that all proposed initiatives have gender-sensitive components and that at least 10% of those proposed in programming have gender as their main objective.

Following up on the results of the analysis, indications have been prepared for sector experts on how to make improvements to the initiatives being implemented, also requesting the subjects for additions to the project documents, where possible, and adding in the final evaluation phase, and when applicable intermediate, elements that clarify the impact of the initiative on women and girls as well as on the most marginalized segments of the population. Furthermore, in application of the guidelines, the Multi-Year Indicative Programme, currently being finalized, contains gender analysis and provides for the transversality of gender equality in all the Headquarters’ initiatives starting from 2024.
