The “Guidelines on the nexus between humanitarian aid, development aid and peace” have been translated into french and spanish.

This document, presented to the Joint Committee on 19 July 2023 and adopted by AICS with Resolution no. 2132 of 07.27.2023, was developed with the aim of encouraging the Italian Cooperation system to strengthen work on the triple nexus, taking as its horizon of action the three areas suggested by the relevant OECD-DAC Recommendations: coordination, programming and financing.

The translation into English, French and Spanish will allow the contents of the guidelines to be shared with the Agency’s international partners, such as the multilateral bodies that implement Italian Cooperation projects but also the local authorities, communities and organizations that play a decisive role in the implementation of initiatives.

The guidelines recognize the need to respond to the immediate needs of populations in situations of fragility and prolonged crisis, while also addressing the structural root causes of these needs. The strategic approach is based on the concept of “Nexus”, which integrates humanitarian interventions, development and promotion of peace and social cohesion. Concerted programming between the three pillars is identified, taking into account the comparative advantage of Italian actors in development cooperation. The financing is based on statistical data and includes multi-year, flexible and predictable instruments. Both existing financial instruments, used in a coordinated manner, and innovative forms of financing such as “social impact bonds” are considered.
